At this time, Cisco Cloudlock does not have the ability to block a user from connecting to a specific IP. However, Cloudlock can detect a user's activity originating from such IP's and add Response Actions when violations are detected. You can add a "Revoke Share" Response Action to your policy's workflow. This will either remove collaborators or revoke the file share from specific users, but it will not block the connection or access to that IP if it were to happen again.
