Disabling Download, Copy, Print is Role Specific

Disabling Download, Copy, Print for a file applies only to users with certain file access levels.

When Disabling Download, Copy, Print in the Response Action workflow, the disabling will only apply to Viewers or Commenters. Owners and Editors on a file cannot have these actions disabled.
